The Housing Initiatives Team (HIT) was established by VHDA about two years ago in response to the growing need for smaller, more specialized projects that were focused in such areas as accessible housing for people with disabilities or the frail elderly, housing for people whose income is less than 50% of the area median, housing that revitalized a community and developments that focused on people who were homeless. The members of the HIT typically would be expected to have a close working relationship with a smaller less experienced developer who needed more intensive and project-specific assistance. The HIT members would become involved in the details of the project and offer advice and consultation on how to structure the project in such a way as to enhance financial viability and programmatic focus.

There is no set formula for when a project needs the more specialized “hands-on” approach of the Housing Initiatives Team, but the guidelines above should provide a filter to begin recognizing projects in need of special service. Each member of the team has their area of expertise:

  • Chris Hilbert-Homelessness
  • Bill Fuller-Accessible Housing

We like to think of the team as VHDA’s community reinvestment special operation team designed to ensure that the neediest of Virginians get the same high quality services that is the hallmark of every project financed by VHDA.
