Public Housing Authority Plan and Annual Plan

The Quality Housing and Work Responsibilities Act (QHWRA) of 1998 established a requirement that public housing authorities maintain a Public Housing Agency Plan (PHA). The PHA Plan outlines the policies, programs and strategies that the public housing agency will implement in order to meet local housing needs. There are two parts to the plan: the Five-Year Plan which is updated every fifth year and the Annual Plan which is updated on a yearly basis.
